Oyam South Parliamentary bye-elections were yesterday
marred by confusion and allegations of kidnap.
Dokolo Woman MP Cecilia Ogwal last evening claimed that
Oyam LC5 chairman Charles Engola and a group of military
men attempted to kidnap her on Tuesday evening.
Col. Engola at about 7p.m. attempted to arrest Ms Ogwal
for allegedly bribing voters.
However, the army yesterday rubbished Ms Ogwal's claims
saying she wanted to drag soldiers into partisan politics.
Ms Ogwal said she was on her way to the late Okullo
Epak's home when Col. Engola, traveling with military
men, blocked the road and attempted to arrest her.
"I got out of the car. I walked to him and asked
him why he was blocking me. I told him to kill me as
I walked back to my car. I reversed and went back to
the church," she said.
"This is the fourth time my uncle is doing this
to me. Why is he involving the military in election
matters? This is misuse of soldiers and government vehicles.
It's an abuse of office."
Ms Ogwal, an independent MP has been campaigning for
Nelson Adea (independent) while Col. Engola supports
Richard Ogwang the NRM party candidate.
The other two candidates contesting the seat are Issa
Otto (UPC),) and independent Ruth Adupa Atala.
The seat fell vacant following the death of Dr. Epak
who succumbed to lung cancer at a South Africa Hospital
in April.
"Even if the allegations of bribery were true.
It's not Col. Engola to arrest me. It's supposed to
be the Electoral Commission or police," Ms Ogwal
said.
By last night, Ms Ogwal was still camped at Epak's home
"fearing for her life." Efforts by Daily Monitor
to get a comment from Col. Engola were futile as his
phone was off.
Northern Regional Army Spokesman Chris Magezi yesterday
dismissed Ms Ogwal's claim. "Why can a whole LC
5 attempt to kidnap an MP? The claims are a blunt lie,"
Lt. Magezi said.
